Helen Dalley Fisher AM

I’m a consultant, a human rights advocate and an expert on the work of building gender equality in the real world.

I advise and support governments, businesses and NGOs to find creative and productive ways to use their work and structures to improve gender equality in Australia and gain the benefits that gender equal systems can bring.

I have 25 years’ experience working in gender analysis and human rights, initially as a lawyer, then as an expert in gender policy and UN human rights systems. I was appointed a Member of the Order of Australia for significant service to women through gender equity advocacy and to the law in 2025 and I am honoured to have twice been a finalist for ACT Woman of the Year. I am also a speaker, a community builder, a writer and an activist.

Working with Government

I have a long history of working alongside governments and government departments to find realistic and creative solutions to challenges in implementing gender equality and human rights. My services include:

  • Training teams, speaking and providing expert advice about addressing gender barriers in public service workplaces, particularly relating to the Set the Standard report and supporting women in leadership.
  • Advice about and design of consultation processes, including co-design processes.
  • Facilitation and moderation, particularly for challenging meetings and subjects requiring a trauma informed approach.

Working with Business

I work with businesses to maximise the advantages which come from removing barriers faced by women and gender diverse people. I also help businesses to understand how human rights provides a framework for avoiding workplace conflict and simplifies public engagement with sensitive issues. Services include:

  • Speaking, facilitating and training regarding the connection between business and human rights.
  • Intersectional gender auditing and work to eliminate gendered wage and leadership gaps.

Working with NGOs

I have 20 years’ experience working in and with NGOs and have deep networks in the Australian feminist sector. My work with civil society includes:

  • Speaking, facilitation, writing and training relating to the economic security, public participation and human rights of women, girls and other people marginalised by gender.
  • Feminist mentoring for women and gender diverse leaders, including early career feminist leadership mentoring and feminist support focused on a critical issue or crisis.
  • Training, writing, consultation and other support in engagement with international human rights processes, including UN reporting, use of human rights treaties within Australia, Commission on the Status of Women and other UN processes.
  • Organisational strategic planning, feminist audits and workforce support.
  • Advocacy campaign training and planning.
